4 TR SectionA Gannett Westchester Newspapers Saturday January 7 1984 Local 9 arrested in welfare fraud Nine Westchester County welfare recipients have been arrested for allegedly trying to double their benefits by claiming that their checks had been lost or stolen police said riday Since September a total of 29 welfare and food stamp recipients have been arrested cluding the nine arrested in White Plains Thurs day in a crackdown on fraud by Westchester County police and the county Department of Social Services In each case police said the suspects had cashed a public assistance check or food stamp then claimed that it had been lost or stolen in order Co obtain another one The suspects had submitted sworn affidavits to Social Services saying their checks had been lost or stolen police said Westchester County police Det Sgt Joseph said the suspects two men and seven women were each charged with offering a false instrument for filing sn the second degree a misdemeanor According to the total value of the checks that the nine suspects had claimed were lost was $2062 He identified the suspects arrested Thursday as Naomi Byfield 28 of 415 Eighth Ave Mount Vernon Sonia Colon 23 of 148 Broad way Yonkers Barbara Cummings 25 of 136 Pearl St Port Chester and Denise Ebert 38 of 25 Shady Glen Court New Rochelle Also charged were Charles aust 51 of 69 Horton Ave New Rochelle Richard Newton 28 of 244 New Main St Yonkers Mary Reed 41 of 342 Eighth Ave Mount Vernon Delores Smith 19 of 668 Division St Peekskill and Lorraine Terry 26 of 73 83 Highland Ave Yonkers The nine suspects were arrested after being interviewed by caseworkers at the Social Services building at 85 Church St and were booked at a temporary police station on the ground floor of the building They were released without bail pending Jan 20 appearances in White Plains City Court Police and Social Services officials said the arrests were being made as a part of an ongoing crackdown on welfare fraud Nine of the 20 suspects previously arrested have pleaded guilty to the same charge in White Plains City Court Cases against the other 11 are pending Milana Jovanavitch frozen body found The frozen body of a man was found in a wooded area in Mount Kisco riday afternoon but police have not yet released the identi ty or learned how he died Lt Robert Martini said police believe they know the identity of the man who is white and in his 30s but cannot disclose it until family mem bers are notified and an identification is made The Westchester County Medical Office will conduct an autopsy to determine the cause of death police said Martini said it appears the man had been dead for several weeks The body was discovered by a woman taking a shortcut through a wooded area at East Main Street and Lexington Avenue just before 2 pm She was not identified The wooded property is owned by the City of New York and is frequently used as a shortcut between Lexington and Main The body was discovered lying approximately 50 yards from the parking lot of the Crossroads branch office of NBW Division of Lincoln irst Bank Mianus bridge to reopen All six lanes of the Interstate 95 bridge over the Mianus River in Greenwich should be re opened to traffic by about noon today nearly two days ahead of schedule Connecticut Transporta tion Commissioner William Burns said riday we had planned went to the attention of Andrey Brown managing editor at 941 2945 Hospital expected to OK development plans By Kathleen leming Staff Writer A top administrator for New York Hospital said riday that he expected Robert Martin Cos mam moth development plans for the property in White Plains to be approved without major changes by the governing board Dr David Thompson vice president and director of New York Hospital said he would be surprised if the Society of New York Hospital's Board of Gover nors substantially changed the plans for a office retail residential project In developing the psychiatric 218 acre grounds which is a joint venture between Robert Martin and the hospital the board will have the final decision about whether to accept or reject the plans The development scheme for a self contained community on the 218 acre site was released two weeks ago by Robert Weinberg chairman of the Elmsford development firm The scheme calls for 1800 units of multi family housing a shopping mall hotel complex more than 2 million square feet of office space and a 250 room conference center most of the buildings would sufficiently answer the current and future needs for space Under plans the oval would be exempt from development The oval would be said Kernberg minimal space necessary" to permit the hospital to carry out its programs Thompson agreed saying the oval was a substan tial section of land: not exactly turning it (the grounds) into a mid Manhattan Hospital administrators have said the 10 year development project would help generate money for a $450 million improvement program for hospital facili ties both in White Plains and Manhattan Thompson said he did not know how much of the money would go to the hospital in White Plains major portions of the Westchester and Manhattan campus would be he said Many staff and faculty members however feel that the proposed development would destroy the most valuable asset a large open space that buffers patients from the outside world and secures patient privacy The board has not yet reviewed the plan said Thompson but administrators who have seen proposal informally have supported it of us have seen the said Thompson along the line we thought it would Weinberg plans to brief the White Plains Common Council and the Planning Board on the development scheme during a public meeting Jan 16 at 7:30 pm in City Hall on Main Street Weinberg met with staff and faculty members of the hospital in a closed meeting riday morning to hear their ideas for improving the plan The 1 Vi hour meeting which Weinberg described as constructive was termed by some of the staff members attending The problem some said was that Weinberg had asked staff members to comment on details of the project when they had not accepted the necessity for development at all Weinberg plan has prompted widespread opposi tion among staff and faculty members who in varying degrees feel that development will harm the quality of patient care provided at the 322 bed psychiatric hospital or many the proposed development rep sesents a threat to the future as a leader in psychiatric treatment training and research The grounds are particularly important said Dr Mark Russakoff assistant professor of psychiatry for the many long term patients treated at the hospital would not ordinarily take your child into a shopping mall for long term said Russakoff Dr Howard Kibel also an assistant professor of psychiatry said that during the summer much of the treatment takes place on the grounds one is here for a number of months one feels as if this is home and the grounds is the front said Kibel the traffic I think people will feel comfortable sitting on their front Kibel like many of his colleagues said devel opment on a much smaller scale would be acceptable if it were distanced from the facilities Dr Richard rancis associate professor of telinical psychiatry said the design situates the build ings toward the center of the site near the hospital leaving the greatest open space along the perimeter of the site He argued that if development was necessary it should be separated from the hospital by as much open space as possible Weinberg said riday that staff suggestions to redistribute buildings and adjust building sizes would be considered as the plan is revised But Dr Otto Kernberg medical director of the hospital said a van driven by Raynard Allums 23 of 168 Stanley Ave Yonkers shortly before 6 pm Tuesday Ms Jackson was hit while walking across the entrance to Depot Stationers on Midland Avenue in Port Chester Allums an employee of Depot Stationers told police he was turning his van into the entrance when the front wheel locked causing him to lose control and skid into Ms Jackson No charges were lodged in furniture bedding and small appliances donated to the army The income from the stores supports the rehabilitation store will be about half the size of our other Ms Kirby said Its average monthly income should be about $12000 she said It will employ about three or four local people and she said she was in the process of interviewing candi dates hope to be there for a long time she said hope the community supports The Strand Theater opened Oct 7 1915 and over the years featured vaudeville acts and mov ies It closed in 1961 and went through a series of reopenings and closings as a community theater and movie house It was purchased in October 1982 by Larry Rodriguez and converted into a roller skating rink for six months In May of last year it became the Strand Young Adult Dance Club only teens only disco But the Strand has been empty since late August when the North Tarrytown village board revoked its operating permit The board cited complaints by neighbors and village idlice of excessive noise and crowd control problems1 Keith Wall the operator of the dub bad threatened to sue the village over the action but to date no lawsuit has been filedHerbert Posner attorney
